Staff report that they are beginning Phase Two, which includes developing materials and coordinating with WisDOT to hire a consultant to conduct technical analysis and generate recommendations. The 2026 UPWP explicitly programs 25000 in consultant funding under work element 1321 for the ITS plan, funded partly with surrendered Green Bay MPO PL dollars, and notes that staff can devote more time to the plan due to delays in other work. This positions the ITS plan at an open-planning, pre-procurement stage where scopes, deliverables, and evaluation criteria are being shaped, creating a strong entry point for ITS consultancies and technology providers to influence the forthcoming RFP and position their capabilities around signal coordination, freeway management, detection, and communications.
