The Kodiak Island Borough Planning & Zoning Commission is approving a conditional use permit (Case 26-019, Resolution FY2026-022) to allow the Native Village of Karluk to upgrade its water treatment facility, including a new bolted steel water storage tank and replacement of water mains and service lines to provide a year‑round potable water source. The project area is Tract C, T30S R32W TL 2001 in Karluk, zoned Conservation and Watershed, and has already received conditional approvals to construct from the Alaska Department of Environmental Conservation for Phase 1 (modular WTP) and Phase 2 (tank and transmission lines). Design and primary funding/implementation are being handled through the Alaska Native Tribal Health Consortium (ANTHC), with construction expected to mobilize in 2026 and conditional approvals extended through August 31, 2027. While the core design-builder is set, there is ongoing coordination with the Kodiak Island Borough’s Engineering & Facilities Department, and the scale of work implies needs for civil construction, site work in remote conditions, specialty tank and piping installation, controls, logistics, and future O&M, giving room for subcontractors and follow-on service vendors to engage ANTHC and the Borough around implementation support and expansion work.
