The Housing Funding Policies establish a Permanent Supportive Housing Operating, Maintenance, and Services – Workforce Stabilization (PSH OMS–WS) program that uses Levy and JumpStart/PET funds to boost wages, benefits, and staffing stability at PSH buildings. Eligible nonprofits operating at least 16 PSH units referred through Coordinated Entry can receive multi-year allocations to support frontline staff, deferred maintenance, capital needs, and reserves, with an explicit expectation that the majority of funds go to staffing costs over a 5-year spending plan. This creates a predictable funding stream for PSH providers’ HR, training, and operations, but also indicates a need for workforce planning, data tracking, and program evaluation support to meet reporting requirements (staff counts, wages, openings, turnover). Vendors in HR consulting, workforce development, data systems, training, security, and facility maintenance can support providers as they scale and stabilize PSH operations under this new program structure.
