The GDOT P3 Division presented the Peachtree Road (SR 9/US 19) @ CSX bridge replacement (PI 0016746) to the State Transportation Board P3 Committee on June 17, 2026, seeking approval to use a Construction Manager/General Contractor (CM/GC) alternative delivery method. The 112‑year‑old bridge on the National Highway System carries about 33,975 vehicles per day, sits adjacent to Piedmont Hospital facilities, spans active CSX tracks and the planned Atlanta BeltLine trail, and has extensive bridge‑attached utilities, making innovation and complex staging essential. The Board committee was asked to refer the CM/GC delivery approach to the full board for approval, which, once granted, will authorize GDOT to issue a best‑value CM/GC project solicitation, along with a separate procurement for the designer of record and an independent cost estimator.This is a high‑complexity urban bridge project where the CM/GC will provide early constructability, staging, and risk input in Phase 1 and then build the project through work packages in Phase 2. Preconstruction, construction management, cost estimation, utility relocation, traffic maintenance, and rail coordination vendors can position now ahead of the upcoming CM/GC RFP and related procurements.

CM/GC delivery is authorized under OCGA 32-2-82 and Georgia Rules 672–22–.01 through 672–22–.05, with FHWA-mandated Independent Cost Estimator participation under 23 CFR 635 Subpart E.
