Vendors offering capital financing, revenue‑sharing models, legal and financial advisory, or athletics business operations support can position services around helping universities structure compliant agreements, forecast revenue, and navigate the new approval and reporting landscape once the regulation is adopted and HB 5003E is approved by the Governor.

The regulation also allows transfer of unreserved cash between auxiliary enterprises under certain conditions, which may affect how universities fund projects and services across auxiliaries.
