The City of Bethany has enacted a 180‑day moratorium on all Planned Unit Development (PUD) approvals via Ordinance 2093, effective May 19, 2026, to address overuse of the PUD overlay and its impacts on community character, infrastructure capacity, and public benefit. Planning staff have developed a draft replacement PUD overlay ordinance, drawing on examples from other Oklahoma cities and national model codes, and the Planning & Zoning Commission is scheduled on June 18, 2026 (Case PC 26‑15) to discuss, refine, and ultimately recommend new regulations before the moratorium expires. This work signals an active policy and code‑rewrite effort around zoning, development incentives, community benefit point systems, and open space/transportation standards.While no vendor is yet selected, the city is clearly open to external best practices and model ordinances and will need support with ordinance drafting, public engagement, design standards, and implementation tools once the new framework is adopted. Consultants in planning, zoning/code modernization, transportation, stormwater/green infrastructure, and permitting technology can position services to help finalize the ordinance, create application/point‑tracking tools, train staff and developers, and align future PUD applications with infrastructure and housing goals.
