The Bend City Council is being asked on June 3, 2026 to authorize an Intergovernmental Agreement (IGA) with Deschutes County to provide up to 400,000 over two years in opioid settlement funds to the Deschutes County Stabilization Center and/or the County’s Community Crisis Response Team. The City plans to contribute 200,000 in June 2026 and 200,000 in June 2027, contingent on receipt of opioid settlement funds from the State of Oregon, to support 24/7 crisis mental health and substance use intervention services. This agreement continues and expands a multi‑year partnership, following a prior 60,000 opioid settlement-funded IGA in 2025 that supported the County Crisis Response Team. While the IGA itself is a direct government-to-government transfer (no competitive vendor selection indicated), it signals funded growth in crisis stabilization, peer support, and related behavioral health services in Deschutes County over at least the FY 2026–2027 period. Vendors in healthcare, crisis response, data/IT, training, and facilities support can watch for follow-on procurements by the County or Stabilization Center that will be needed to expand capacity and meet opioid abatement goals.
