Ballard, and STH 47 between CTH KK/Calumet Street and 9th Street.Both corridors are identified in the region’s Comprehensive Safety Action Plan as top crash locations with multiple serious injuries and fatalities, and are also flagged in the MPO’s Congestion Management Process deficiency network. The total request is 665224, with 532179 in federal funds and 133045 in local match shared among Outagamie County, City of Appleton, City of Menasha, Village of Fox Crossing, and ECWRPC for grant administration. Resolution FC-14-26, adopted June 18, 2026, ratifies the MPO’s May 26 application and commits partners to the local matches and ECWRPC to administering the grant if awarded.If funded, the work will involve consulting studies that include updated road safety audits, active transportation feasibility, robust stakeholder engagement, and development of implementable design concepts that can be used to pursue future construction grants. This creates a strong upcoming opportunity for transportation safety, complete streets, and multimodal planning firms to position for the corridor studies and for later design and implementation work on these corridors.
