Stanly County is moving forward with a major upgrade to the West Stanly Wastewater Treatment Plant and associated force mains and the McCoy Creek Pump Station. Initial bids in February 2026 came in over budget, so the County, USDA Rural Development, and engineer The Wooten Company negotiated a reduced scope that still delivers key capacity and reliability improvements while fitting within a $32.9 million funding package.The Board is being asked on June 8, 2026 to adopt an authorizing resolution to proceed with USDA financing, tentatively award Contract 1 to State Utility Contractors for $14,993,000 and Contract 2 to B.R.S., Inc. for $6,691,777.81, and approve an application to the NC Local Government Commission for a revenue bond anticipation note and subsequent revenue bonds. This creates immediate opportunities for subcontractors and suppliers on a roughly $25.3 million construction program, and longer-term prospects for controls, SCADA, electrical, odor control, and asset management vendors as the County modernizes its wastewater infrastructure.

Funding includes a USDA Rural Development loan of 26647000, ARPA funds of 6250000, and a small local contribution; the County is applying for a 22836000 revenue BAN to bridge to long-term USDA bonds.
