Skamania County PUD No. 1 adopted Resolution 2900 on June 16, 2026 to enter into an interlocal agreement with Skamania County Fire Protection District 6 for an off-grid microgrid project at the District 6 station in the Gifford Pinchot National Forest. Fire District 6 has been awarded 367,010 in Washington State Department of Commerce Clean Energy Fund grant funding to construct a system integrating a 20 kW DC / 15 kW AC solar PV array, a 15 kW / 30 kWh battery energy storage system, and existing generators to provide roughly 100 hours of backup power for fire and EMS operations.Under the agreement, Skamania PUD will advance up to 367,010 interest-free to cover construction milestones defined in Commerce Contract 25-95206-014, with the Fire District reimbursing the PUD as grant disbursements are received; work includes design, permitting, equipment procurement, installation, commissioning, monitoring, and community engagement through at least mid‑2028. Cascadia Renewables will act as the Fire District’s representative to run an RFP and select a PV/BESS contractor, and the scope envisions subcontracted engineering, civil construction, and full EPC/commissioning services. This is a live, grant-funded microgrid deployment in an off-grid, high-wildfire-risk area, creating near-term opportunities for solar/BESS integrators, civil/electrical contractors, controls vendors, and monitoring/analytics providers, as well as longer-term O&M and performance reporting support. Vendors can engage with Cascadia Renewables and Fire District 6 on the upcoming installer selection, and with Skamania PUD around integration standards, interconnection requirements, and potential replication at other critical facilities.

The scope includes Microgrid design (90% Issue For Permit set), competitive installer selection, procurement of PV/BESS and racking, all site/civil and electrical work, commissioning, integration with generators, and 12 months of monitored performance with resilience reporting and community engagement. The system must comply with IEEE 1547, UL 1741, NEC, and local building/fire codes, and prevailing wage and historical/cultural resource requirements apply.
