Resolution 2676 and the accompanying consulting agreement authorize the Housing Authority to contract with Bakersfield Senior Center, Inc. Under the July 24, 2023 joint development agreement, HAC Kern leads overall development while BSC guides senior center design, manages temporary relocation, and will provide senior services to housing tenants for at least 15 years.The consulting agreement provides BSC a $100,000 one‑time fee for planning and relocation coordination plus $52,500 to cover annual Senior Center fees for all housing tenants over 15 years, funded from HUD Community Project Funding and a portion of the developer fee. While this agreement secures the core community‑based services partner, the project will need additional senior‑focused programming, health and wellness providers, transportation, and property operations support as design and construction proceed, creating follow‑on opportunities for specialized social service and senior‑care vendors.
