Prevention Point NEPA – Michalene’s Mission applied to OMAAC for $1,060,000 to launch a countywide mobile clinic program providing harm reduction, behavioral health, and substance use support throughout Luzerne County. The project centers on a specialized, fully equipped mobile health unit staffed by a PhD‑level Program Director (also CEO of Xceed America), two Prevention Specialists, a Licensed Mental Health/Substance Use Clinician, and an Administrative Coordinator, with services including naloxone distribution, safer use supplies, wound care, STI testing, pregnancy tests, drug checking, crisis intervention, and referrals to MAT, mental health care, and social services. The budget includes $275,000 for mobile health unit purchase and buildout plus recurring expenses for staffing, vehicle insurance and operations, harm reduction supplies, office/program supplies, IT and data systems, accounting, legal, and evaluation, with an anticipated launch in late 2026.With the application still under review, this presents upcoming needs for mobile clinic vehicle procurement/customization, medical equipment, data and reporting systems, staffing and training support, and partnership development, offering multiple entry points for healthcare, IT, and consulting vendors if OMAAC approves funding.
