Poulsbo has adopted Ordinance 2026-08 updating its park impact fee program and establishing a phased increase in residential park impact fees beginning in 2027. The ordinance references a June 2026 Park Impact Fee Rate Study that calculates a full single-family fee of $9,578 and multifamily fee of $4,360 per unit; however, the City is only implementing the first two phases at this time, with base single-family fees of $2,596 in 2027 and $4,611 in 2028, and corresponding multifamily bases of $1,912 and $2,524, scaled by unit square footage and with ADUs charged at 50% of the primary unit fee. While this action primarily adjusts revenues rather than awarding specific projects, it is explicitly tied to the City’s park level of service standards and a 2021–2027 Parks, Recreation and Open Space (PROS) Plan that will be updated by 2028. The Parks and Recreation Commission emphasized using the PROS update to re-evaluate LOS and park facility needs, which will drive a new round of capital park projects—land acquisition, new parks, and expanded facilities—funded in part by these higher fees. Consultants and vendors in park master planning, design, playgrounds, sports fields, and trails should position now to support the 2028 PROS update and the subsequent park capital program it will generate.
