Durham will retain 90% of net fine revenue from Durham code violations while Tualatin keeps 10%, and Tualatin retains 100% of standard traffic fine revenue unless Durham installs traffic cameras, in which case Durham would receive 90% of camera-generated revenue.This solidifies Tualatin as the court operations provider for Durham through June 30, 2027 and signals ongoing needs around court technology, payment systems, and case management, with additional upside if Durham pursues automated traffic enforcement.

Durham must provide its own prosecutorial legal services; the agreement defines detailed revenue splits and locations for court operations.
