NSID is executing an updated Agreement for Uniform Collection of Non-Ad Valorem Special Assessments with the Broward County Tax Collector for the 2026 tax year and automatic annual renewals. The agreement sets out duties and cost reimbursements for the Tax Collector to place NSID’s non-ad valorem assessments—including special assessment bond liens and other program charges—on the county tax bill for collection. Although largely administrative, this framework underpins the District’s ability to finance capital projects via assessments and supports long-term financial operations.For vendors, this underscores that NSID will continue relying heavily on assessment-backed financing, making it a strong candidate for bond-funded projects, long-term O&M contracts, and programs that can be capitalized into assessment rolls. Financial advisors, assessment administrators, and software providers that support parcel-level assessment modeling and roll preparation can add value in keeping the roll accurate and defensible as new projects are added.

NSID agrees to reimburse collection and administrative costs (up to 2% and other actual costs) and to indemnify the Tax Collector within statutory limits; this structure supports continued use of assessment-backed bonds like the Series 2026 issuance.
