Missoula’s Public Works and Mobility Committee is considering a resolution on June 10, 2026 supporting advancement of the Downtown Safety Access and Mobility (SAM) project into final design and implementation. The SAM project, funded by a 2023 federal RAISE grant, bundles four coordinated efforts: Higgins Avenue multimodal reconstruction, Front/Main two-way conversion, Riverfront Trail widening and connectivity, and downtown signal optimization. Design is approaching the 90% level, and this resolution would affirm the City Council’s support for the established design framework and major elements so the team can move into final design, grant administration, and construction. The scope includes lane reconfiguration, protected bike facilities, ADA ramp upgrades, new and upgraded traffic signals, trail widening and lighting, an ADA ramp from Beartracks Bridge, and signal timing updates at 23+ intersections. For vendors, this is a multi-element capital program where materials, construction services, ITS/signal systems, lighting, furnishings, and professional services decisions are still being shaped as alternates and add options are evaluated. Engagement now can focus on helping the city refine choices for paving systems, bulb-outs, lighting, furnishings, ITS hardware/software, and construction phasing prior to bid packages being finalized.
