Maquoketa plans to approve a 17,300 contract with Clean Vapors for a pilot test at the Clinton Engines Museum to define a permanent air exchange system required by the Iowa DNR to issue a No Further Action (NFA) certificate under the land recycling program. All soil gas tests and monitoring wells have shown good results, but the DNR is insisting on a permanent air exchange system at the museum before granting NFA. The pilot test, outside the city’s existing contract with environmental consultant Atlas, is intended to identify the appropriate air exchange solution and narrow the current cost range estimate of 75,000 to 300,000 for the permanent system. Once the pilot is complete and the system design is defined, the museum plans to pursue a combination of private fundraising and grants for construction, creating an upcoming opportunity for mechanical, environmental, and construction vendors to provide design-build, installation, and related services.
