Lincoln County has completed a comprehensive review and update of its Emergency Operations Plan (EOP), with the Board of Commissioners promulgating the revised plan in June 2026. The EOP governs all-hazards emergency management, including an updated Emergency Operations Plan, Emergency Support Function annexes, support annexes (e.g., fuel management, debris, health), hazard-specific annexes, and coordination mechanisms with cities, the Siletz Tribe, hospitals, and other partners.The plan highlights dependencies on communications, situational awareness, resource management, mutual aid, and critical infrastructure protection, and is tied to prior DHS grant funding. While the EOP itself is not a procurement, it is a roadmap for where the County will invest in capabilities such as EOC systems, mass notification, GIS, training/exercises, debris management, and COOP/COG over the next several years. Vendors in emergency management software, WebEOC-style tools, planning, training, exercises, debris and fuel management, and continuity planning can align offerings to the gaps and processes described in the updated plan.

The EOP cites a DHS Grants and Training grant and consultant ENE for original development, indicating prior use of external planning support and potential for future consulting or technology procurements tied to EOP implementation.
