Legal and Procurement are conducting research into best practices around social procurement as part of an upcoming Procurement Law Update and bylaw refresh. The planned report to Council will summarize this research and make recommendations on how to address social procurement in the revised bylaw. Because the work is still at the research and recommendation stage, there is an opportunity to influence how social and equity objectives are embedded into procurement policies and tools.Consulting and legal‑policy vendors with expertise in social procurement, supplier diversity, and implementation supports can assist with benchmarking, drafting policy language, designing evaluation criteria, and planning change management to align procurement practice with the DABR objectives.

Outcome will likely shape future RFP language, evaluation, and vendor requirements related to social procurement and equity; external expertise could be engaged before the report goes to Council.
