Kodiak Island Borough’s Planning and Zoning Commission is approving a conditional use permit (Case 26-019) for the Native Village of Karluk to replace its existing water treatment facility infrastructure on Tract C, Karluk. The project will install a new water storage tank, new water mains, and service lines from the tank to the water treatment plant to provide a year‑round source of potable water, and includes a new modular WTP unit in roughly the same location as the existing facility. The Alaska Department of Environmental Conservation has already given conditional approval, and the borough’s resolution FY2026‑022 sets conditions such as obtaining a zoning compliance permit within two years and maintaining all state approvals. Borough Engineering & Facilities is coordinating with the Alaska Native Tribal Health Consortium (ANTHC) team because the borough also has a nearby contaminated‑site cleanup and characterization project underway at the Karluk School, with 3‑Tier Alaska serving as the environmental contractor. This creates near‑term demand for civil/utility construction, modular treatment equipment, logistics, and environmental support, as well as potential collaboration among contractors on mobilization and site access in a remote community.
