Kitsap County has engaged Community Attributes Inc. (CAI) to conduct a Kingston Incorporation Analysis Study, presented June 24, 2026, to evaluate whether the Kingston Urban Growth Area could function as an incorporated city. The work includes boundary analysis, service provider mapping, and detailed modeling of potential city revenues and expenditures, with particular attention to tax capacity, service levels, and comparisons to similarly sized Washington cities.The study is explicitly not a formal initiation of incorporation and will not recommend for or against moving forward, but it is intended to equip county and local stakeholders with data for future decisions. If Kingston incorporates, the new city would assume responsibilities for land use, capital facilities planning, and potentially core services now provided by Kitsap County and other districts, creating multiple follow-on needs for planning, financial, and implementation support. Vendors in municipal finance, urban planning, service delivery models, and transition management can position themselves to assist both the County and any future city government as the study findings are reviewed and next steps are considered.

Under HB 1620, Kingston’s population allows incorporation with as few as 1,500 residents only through June 30, 2028; after that, higher thresholds would apply and current boundaries may not qualify.
