Hopkins is finalizing a Joint Powers Agreement with the Hopkins Housing & Redevelopment Authority and the Metropolitan Council to dispose of and redevelop excess land around the Shady Oak Green Line Extension station. The agreement will set shared goals for transit-oriented, mixed-use, tax-base-growing development; define roles for drafting a Request for Proposals, marketing the opportunity, and selecting a developer; and outline how the HRA will acquire the property at fair market value and immediately resell it to a private developer chosen through the RFP process. The Metropolitan Council will handle federal and state approvals, appraisals, environmental due diligence, and help pursue grants and long-term bike storage facilities, while Hopkins will administer zoning, subdivision, affordable housing, and sustainable building requirements.Since the RFP has not yet been written and the JPA is still being translated into a final document, there is a near-term window for developers, master planners, infrastructure engineers, and TOD consultants to shape the solicitation, assemble proposals, and line up infrastructure, design, and financing teams for phased projects near a 182-space park-and-ride and regional trail connections.

Vision is guided by the 2025 Shady Oak Station Area Development Strategy Update and emphasizes integrated development with adjacent Minnetonka parcels, interim activation of some parcels, and potential future integration of the park-and-ride structure into development.
