Following voter approval of the $93.35 million Measure FP bond program for public safety facilities, Redondo Beach is moving into implementation, with FY 2026-27 activities focused on preconstruction for Fire Stations 1 and 2 and the Police Headquarters/Annex. The City has retained Griffin Structures as owner’s representative (contract up to $1,027,000 through September 2027), is in the process of securing a progressive design-build team, and forecasts roughly $3.5 million in Phase 1 design and preconstruction services, $2.2 million in early Phase 2 design-completion work, and up to $3–5 million for temporary modular fire facilities, sitework, and relocations, plus environmental and geotechnical reports. Bond sale costs of about $200,000 are expected with issuance in fall 2026, and estimated FY 2026-27 outlays total nearly $10 million, all reimbursable from bond proceeds. This program is a major multi-year capital opportunity for architecture/engineering firms, design-build teams, modular and temporary facility providers, environmental and geotech consultants, and technology/security integrators for new public safety buildings. Even though Griffin Structures will manage the owner side and a PDB team is being selected, subcontractors and specialty vendors still have substantial potential for design packages, systems, temporary installations, and later phases of construction.

Main PDB firm for Phase 1 is being procured; Measure FP costs in FY 2026-27 will later be reimbursed...

Why this matters for vendors

Early signals like this typically surface 6–18 months before a formal RFP is posted. Vendors who engage during the planning window help shape requirements, build relationships with decision-makers, and position ahead of the competition before the solicitation goes public.
