Carson City Health and Human Services is seeking Board approval to revise its expenditure plan for $128,726.54 in State Public Health funding allocated for State Fiscal Year 2027. The revision would shift $63,388.54 away from four existing priority areas (access to basic needs, access to healthcare for specific populations, mental and emotional health, and substance use prevention/treatment/recovery) to focus instead on assessment and surveillance and new organizational competencies work. The proposal increases funding for assessment and surveillance from $65,338 to $116,726.54 and creates a new $12,000 allocation for organizational competencies, while zeroing out the four former program lines. This indicates upcoming investment in public health data systems, analytics, and internal capacity rather than direct service programming, and the Health and Human Services Director is also seeking delegated authority to make up to 10 percent additional reallocations within FY 2027.
