Borrego Water District is finalizing its FY 2026-27 budget and a multi-year Capital Improvement Plan (CIP) through 2036, covering water and wastewater infrastructure, groundwater management, and related capital and short-lived assets. The draft budget, reviewed by the Finance, Audit and Budget Committee in April and May 2026, includes projects such as pipeline replacements, tank and booster improvements, sewer manhole repairs, SCADA upgrades, wastewater treatment plant capacity upgrades, and eventual new production wells and water treatment facilities, many of which have secured or anticipated state and federal grants. The Board is expected to adopt the FY 2026-27 budget in June 2026, setting the financial framework for upcoming engineering design, construction, consulting, and grant-funded work over the next decade.Vendors in engineering, construction, SCADA/IT, and environmental consulting can use this as a roadmap to prioritize where and when to pursue work with BWD, including design-build opportunities, grant compliance support, and long-term O&M and asset management services as projects move from plan to procurement.

The CIP and budget emphasize maintaining reserves, leveraging grants (over $12M since 2018), and sequencing SGMA compliance work such as water supply acquisition and wastewater permit-related upgrades.
