Biddeford has developed a comprehensive City Employee Driving Safety Policy in response to Travelers Insurance risk control recommendations issued on July 11, 2025. The policy standardizes MVR checks, driver training, vehicle-specific procedures, corrective actions, and non-owned vehicle rules for all employees who drive on city business, and is now at draft 10 and being reviewed by the Personnel Committee. The city estimates annual costs of 1575 for MVR checks for approximately 225 employees (excluding police, who do their own checks) and will need to build supporting documents, spreadsheets, staff training resources, and detailed procedures before the policy takes effect.Once approved by the Personnel Committee and relevant unions, the policy will be incorporated into HR manuals, signaling ongoing needs for MVR services, defensive driving training, data tracking tools, and broader fleet safety program support. Vendors in driver record monitoring, safety training, policy implementation, and insurance risk management can engage around helping Biddeford operationalize and maintain this citywide program.

Police Department will run MVR checks for its employees at no charge, while other departments will use paid MVR checks budgeted in the General Administration Operating Supplies line item.
