Beyond the PFAS biosolids engineering addendum, Salem is executing a multi-phase Wastewater Treatment Facility Improvements program financed with ARPA, SRF, and CDBG funds. The FY2027 budget and year-end amendments reference “Wastewater Treatment Facility Improvements – Phase 2” with ARPA grant-funded Phase 2A work and SRF/CDBG-funded Phase 2B, as well as Clean Water SRF Emerging Contaminants grant funding for related scopes such as biosolids disposal. Year-end adjustments for the Sewer D&R Fund (521) show significant reductions in FY2026 grant revenues and expenditures, noting that grant-funded projects “did not progress as anticipated,” with work and spending shifting into FY2027.49M in grant revenues citywide, of which a substantial portion is wastewater (ARPA Phase 2A, CDBG and SRF Phase 2B, Emerging Contaminants). This indicates that large construction and systems contracts for WWTF process improvements, equipment, and controls remain active into 2027, offering substantial opportunities for treatment contractors, equipment suppliers, and construction managers.
