At the April 28, 2026 Reading Housing Authority Board workshop, Vice President & Director of Facilities Dave Talarico presented a detailed plan for the River Oak Apartments Construction Project covering eight buildings and 72 units. The scope centers on reconfiguring end-unit three-bedroom apartments for improved privacy by closing interior stairwells, adding doors, dormers, closets, partition walls, and new flooring, along with exterior work such as roof patching, new gutters and downspouts, siding, windows, trim, door replacements, porch posts, and metal handrails for six buildings. Financing options were discussed and the Board decided to move forward with the project, but no procurement steps, contractors, or bid awards were identified in the minutes.This signals an upcoming need for architectural, engineering, general contracting, and specialty trades, as well as potential construction management and inspection services. Vendors should position around helping RHA refine scope, phasing, and cost controls as they translate this board approval into solicitations and construction documents.
