Assistant Director of Operations Jae Pullen briefed the Board on NDOT’s 2026 Asset Management Plan, which must provide a 10‑year strategy to preserve pavements, bridges, and Intelligent Transportation System assets across the state highway system. He highlighted that, while bridge conditions are stable, pavement conditions—especially on lower-volume non-NHS routes—are projected to decline without additional investment, and many ITS devices are expected to exceed their service life, creating a future funding gap. Pullen quantified that pavement preservation needs are estimated at 80–95 million dollars per year, with an additional 5–8 million dollars annually required for ITS assets, much of which must be funded from limited state resources.Director Larkin Thomason noted that these needs will be addressed in the next legislative session, alongside shared responsibilities with DPS and DMV, and that the updated Asset Management Plan is due to FHWA by August 3, 2026. This signals upcoming funding and policy discussions where vendors offering pavement/bridge management tools, data and analytics, ITS modernization, and maintenance strategies can help NDOT make its case and operationalize a long-term preservation program.

FHWA certified the current AMP in August 2022; updated plan covers full state highway system and ITS assets beyond federal requirements, and must align with MAP-21, IIJA resilience requirements, and SHSP goals.
