As part of the OJRSA reconstitution initiative, the Commission has engaged consultants (Raftelis and First Tryon) to perform technical evaluation and financial valuation of the member collection systems, along with a unified rate study. Preliminary findings are expected in late July/early August 2026 and final reports with presentations by mid‑September 2026, informing consolidation, asset transfer, and future rate structure decisions. While those core consultants are in place, the reconstitution schedule through 2028 anticipates additional work on communication, implementation planning, legal transfers, and system integration once findings are adopted. Professional services firms in program implementation, organizational change, billing/ERP migration, and public communication can start positioning to help OJRSA and its member entities implement the consolidation roadmap that comes out of these studies.
