Individual educator participation is generally limited to three years, with potential 4th and 5th years subject to U.S. Department of State approval. Refunds of administrative fees for early educator termination or resignation follow the schedule in Exhibit C, and certain terminations (e.g., budgetary or non‑performance reasons) are excluded from refunds.
