Intermountain Gas’s existing 6-inch high-pressure gas line conflicted with ACHD’s planned irrigation pipe alignment on Pleasanton Avenue and could not be relocated before irrigation season. The constraint prompted ACHD to alter its pipe alignment and issue a major construction change order.
