The City of Nacogdoches is considering a new five‑year Fixed Base Operator Agreement with HCH Aviation LLC to continue its flight instruction program at A.L. Mangham Jr. Regional Airport. The proposed contract restructures fees, authorizes limited self‑fueling with a $0.15 per gallon flowage fee when applicable, and supersedes HCH’s current FBO agreement and temporary fueling allowance.
