Implementation of consolidated billing no later than April 30, 2027; first two program years use interim 3% utility administrative fee

An interim utility administrative fee of 3% of Allocated Credits will apply for the first two years of consolidated billing operations; after two years, based on ENO’s Evaluation Report, the Council may adjust the administrative fee, modify crediting structures, or order additional safeguards. The Utility Administrative Fee is to be evaluated for revision on a twelve‑month basis, with unrecovered incremental costs tracked in a regulatory asset subaccount and amortized as future fee levels are reset.
