SOUTHEASTERN COLORADO WATER CONSERVANCY DISTRICT entered a major Memorandum of Understanding with Otero County and two state authorities to jointly administer and deliver over $120 million in state and federal funds for the design, construction, and operation of the Arkansas Valley Conduit pipeline system. The MOU, approved September 19, 2025, creates contracting authority, funding mechanisms, and administrative responsibilities for the long-term water supply project.
