ECHDA licenses site for NWCCOG E-bike share project

Eagle County Housing and Development Authority entered into a Funding and License Agreement with Northwest Colorado Council of Governments to deploy and operate a Boomerang-managed E-bike share program at the Two-10 Apartments. NWCCOG will fund, own, and oversee the E-bikes and docking stations through April 30, 2029, while ECHDA grants site access and a license for the project. The arrangement is supported by a Community Accelerated Mobility Project grant and includes options for ECHDA to assume ownership at the end of the term.

Base term runs from the Effective Date through April 30, 2029, with mutual rights to terminate for convenience on 30 days’ notice or for cause after a 14-day cure period. At expiration or termination, ECHDA may opt to purchase the project assets at fair market value; if not exercised, NWCCOG must remove equipment and restore the property within 60 days. Any amendments or renewals of NWCCOG’s subcontract with Boomerang must be provided to ECHDA.
