The Housing Authority of Clackamas County authorized negotiation of a development agreement with Proud Ground for the transfer and operation of up to 60 scattered site homes using a land trust model to provide long-term affordable homeownership. HACC may issue seller financing for up to three years, payable on sale to qualified home buyers.
