Sewer Authority Mid-Coastside staff reported that negotiations with Coldwell Energy/Jua for a 25-year solar and battery storage power purchase agreement have stalled over unresolved legal and financial risk provisions. Staff and counsel determined they cannot recommend approval or make the required Government Code §4217.12 findings before the July 4, 2026 safe harbor deadline, and advised the Board to take no action on the project at this time.
