Houston City Council will approve a subrecipient agreement with THE HARRIS CENTER FOR MENTAL HEALTH & IDD to use CDBG-DR 2024 and End Street Homelessness funds to operate temporary homeless services at 419 Emancipation Avenue. Execution of this services agreement depends on approval of the associated facility lease.
