The Regional Transportation Council may approve a Memorandum of Understanding with Rockwall County to advance preliminary engineering and environmental work for the Regional Outer Loop segment from FM 1138 to SH 276. The MOU formalizes Rockwall County’s locally funded project development responsibilities in coordination with prior RTC funding commitments in the county.
