Portsmouth School District Awards Insurance Contract to Anthem Health Plans of New Hampshire Inc Dba Anthem Blue Cross & Blue Shield & Matthew Thornton Health Plan Inc (July 2026)

The City of Portsmouth, NH entered into a Standard Ground Ambulance Provider Agreement with Anthem Health Plans of New Hampshire, Inc., d/b/a Anthem Blue Cross and Blue Shield and Matthew Thornton Health Plan, Inc., to provide covered ground ambulance services to Anthem commercial members. Reimbursement is set at 3.25 times the Medicare rate from January 1, 2026 through December 31, 2027, then transitions to a cost-based rate schedule established by the New Hampshire Insurance Commissioner beginning January 1, 2028.

Agreement is evergreen, continuing from year to year unless terminated by either party with required notice. From Jan 1, 2026 to Dec 31, 2027, reimbursement is at 3.25 times the Medicare rate unless the provider fails to cooperate with the state cost study, in which case reimbursement reverts temporarily to the carrier’s nonparticipating or Medicare rate until compliance or Dec 31, 2027. Beginning Jan 1, 2028, reimbursement follows the annually revised cost-based schedule set by the New Hampshire Insurance Commissioner.
