RTD has negotiated an Interagency Agreement with the City of Lathrop to establish a Dual Designated Recipient structure for FTA 5307, 5340, and 5339 funding in the Stockton Urbanized Area. Upon state approval, RTD will retain apportionment authority outside Lathrop while sharing responsibilities within the UZA.
