Michael D. Graham Investments LLC seeks a pay-as-you-go RHID arrangement with the City of Hays for the Lincoln School redevelopment, using up to 25 years of incremental property tax revenue to reimburse an estimated $4.3 million in eligible project costs. A Development Agreement will be finalized following establishment of the RHID and adoption of the Development Plan.
