San Elijo Joint Powers Authority ratified an emergency construction agreement with Burtech Pipeline, not to exceed $50,000, to repair a failed buried recycled water pipeline at the San Elijo Water Campus. The emergency work was performed without competitive bidding under Resolution 2022-01 and Public Contract Code 22050 after a leak was discovered on April 20, 2026.
