Under Work Order No. 1, the River Authority will pay The University of Texas at San Antonio $100,000 from June 1 to November 30, 2026 to develop and validate a pilot AI digital twin emulator to accelerate flood forecasting. The fixed‑price work includes model design, development, evaluation, and delivery of a Dockerized prototype and documentation.
