Jefferson County staff recommend entering into a Property Tax Increment Revenue Agreement with the Golden Urban Renewal Authority for the 17455 West 16th Avenue Urban Renewal Plan. Under the proposed terms, GURA would retain 100% of the County property tax increment from 22.478 mills in exchange for delivering at least six qualifying affordable housing units, with a 20% revenue remittance back to the County if the housing condition is not met by December 31, 2032.
