The City of Tulare plans to enter into a short-term deferred improvement agreement with SJV Horizontal, LLC to postpone certain Prosperity Avenue frontage improvements for the F&C Farming subdivision Phase 1 for up to five years or until Phase 3 public improvements begin. The agreement will be backed by performance and payment bonds to ensure the required street, median, lighting, and pavement work is ultimately completed.
