Harris County Toll Road Authority entered into an interlocal agreement with the City of La Porte Fire Department to reimburse emergency response costs on HCTRA tollways. Services covered include fire, rescue, and incident response; reimbursement will be based on either flat-rate or actual FEMA-approved costs plus administrative fees. The agreement becomes effective upon execution and automatically renews each year unless terminated.

Flat rate per incident (option 1) or actual costs per FEMA rates (option 2), plus up to 5% administrative fee. Rate is determined per incident based on FEMA Schedule of Equipment Rates and auditable Responding Agency labor rates.
