The City of Hillsboro and Working Theory Farm have drafted a Memorandum of Understanding to guide a long‑term partnership at the 24‑acre regenerative farm site. Under the MOU, the City would seek to acquire the property, fund infrastructure, and provide public access while Working Theory Farm operates youth employment and food distribution programs. The agreement is non‑binding and will be refined following feedback from the Parks & Recreation Commission and City Council.
