The City of Hartford intends to convey the vacant 97 Ashley Street parcel to Northside Institutions Neighborhood Alliance (NINA) for $1.00 to create three new 1–3 family homes, two of which will be affordable to households at or below 120% AMI. The Mayor is empowered to finalize a Purchase and Sale Agreement after due diligence, permitting, and financing, with long-term owner-occupancy covenants and community benefit requirements.
